Personally i believe dude was plant meant to send a particular message. Republican party is know for its indifference to race issues and it willingness to use race as a tool to further it ends by either code wording (for example during the election attempting to paint Obama as Arab) or the every popular "hey this black guy said it so it must be okay."

In light of these facts im not surprised they found them puppet to attempt to add legitimacy to their claims. however whats unsettling here is the presence of weapons. This an attempt at intimidation make no mistake. This a place where folk are supposed to be having discussion to decide whether this health-care thing is a good idea or not. And you bring weapons to make your point sending the message that this is acceptable behavior.
